That one is a Vortex.
The cover over the muffler is to stop the cover melting.
FYI, dont leave a power torque out in the weather with the starter pulley exposed like that. The starter housing will fill up with water and the water can find its way down past the center O-ring into the engine.
Stand it up on its nose and lean it against a wall or other mowers or something.
