You must be ropeable. Looks like the number came up with your package. They reserve the right to open up random packages to check for contraband and I suspect the employee concerned deliberately skipped the label to cover their skin. They now want to gouge money for the privilege!
Maybe send in a letter outlining your grievance and see what they say, but I get the feeling you will hit dead ends.
