Frayed where?? If its above the starter you could just shorten the cord so its back down on the engine.
Its not that hard, just more complicated than it should be.
You need to pull the cover off where the throttle cable goes on. Theres bolts in under there. The air inlet tube where it goes on the carb needs to come off, the two bolts you can see, total pigs of things, you need a real skinny socket. Its basically undoing the carb.
Getting the tank off is a total [Censored] too.
