Here is some information to all members of the forum that could help with ATCO parts etc:
E8103 is the part number of the cylinder block of the Suffolk 75g14, 75cc cast-iron engine. The 75g14 engine was made in large numbers and used on many Qualcast/Suffolk/ATCO mowers.
This engine has an oil capacity of half a pint (275mL). Use either SAE 30 or SAE 20w50 oil. Oil distribution is via splash method. There should be a thin metal oil slinger attached via the con rod big end bolts...this slinger dips into the sump oil when at its lowest point of travel.
ATCO (Atlas Chain Co) was formerly called Charles Pugh Ltd. The company has been through several structural/ownership changes recently. In 1988 it was bought by UK cement giant Blue Circle Industries, who sold off its foundry divisions. Four years later the Atco-Qualcast management staged a successful buy-out, however, German power tools and garden equipment supplier Robert Bosch GmbH purchased this new company in 1995.
The company generally used Villiers, JAP or Suffolk engines. Engines were made under licence at Revesby in Sydney between 1956-66 where Frank Jarky ( "Jackie" - sic) was warehouse manager. The business collapsed in 1967 and Villiers declined to provide assistance.
Frank Jarky acquired the entire parts inventory (including Amal
carburettors) in 1971 and serviced the industry until his death.
Your requirements will be hard to get.

Perhaps some PEA readers can help you, otherwise you will have to either look overseas (England or Germany) or get them made up locally. However, most vintage engine collectors focus on the company's classic Motorcycles.
