Victa power torque flooding and fouling plug

Hi,
My Victa power torque is hard to start due to flooding and it also fouls the plug. Once it starts it runs fine. I've been nursing it along like this for the last 7 years with a can of "Start U Bastard".
May I be allowed to use the manuals section please.
