Please send Victa VC160 manual. Having trouble getting mower started and keeping revs constant. Repair shop quoted $230 to service!!

What did the repair shop say that was wrong with the mower?
I need to know so that I can help as the manual is large and would take some time t do a complete scan.

Didn't take it to the mower service shop after that quote - couldn't afford to. Service shop did not look at mower at all, so don't know what is wrong with it.

Need specifically to know, how to change blades, fuel filter and spark plug. Also how to clean fuel line. Is there also something in there about tuning the motor so that the revs can be better controlled? Having alot of difficulty starting the mower and then the revs are not consistently timed.
