Picked up a Tiger el cheapo mower from verge pick up, I dont usually touch them but this one looked almost new. Put some fresh fuel in and it started first pull and runs well but the throttle lever doesn't seem to alter the engine revs. Are these a fixed engine speed affair or adjustable ?
Hi Tyler, That is a bit harsh, I have connected a few throttle cables to the governor arm because the governor has failed internally. I have only done this on bigger motors that run well but have no throttle /governor control. What has been done in your pic is way off the mark and cannot control the revs, be either flat out or stop. What you have to do is take the arm that goes to the butterfly and fit it as low down on the governor arm as you can. This slows down the opening of the butterfly on the carby. You then fit the cable to the hole where the governor arm used to be. You then have to clamp the cable outer somehow and that can take some time coming up with a fix for that.

I should have said "some idiot connected it to the governor with no idea what he is doing".
As you say, it would be either flat out or idle. Even if he drilled the hole higher up the arm (and clamped the outer somehow) at least it will have more throttle control
