Norm, the one I did on Friday (Power Torque) started nice but ran at high rpm & no controlling it.
This occurred after fixing the pull start, I did notice the pull start didn't seat right but thought (mah). Well long story short, the Oring seal on the bottom of the starter had slipped off & got pinched between crank case & starter also stretched it.
In summary It taught me that an air leak caused it to rev high. maybe have a look there. check manifold Oring as well & make sure inlet manifold screws are tight, I've found this issue as well causes starting/running Problems.

PS, also learnt ya don't need to take pull starter off to rewind it & fit new pull cord.
