Hurley 97

You must raise the deck to the top setting. At this setting the deck slides back and loosens the belt whilst also engaging the blade brake.

If you are at the top setting and the blade is still engaged, either the brake is worn out (I have never reaplaced one) the belt is too short or all the linkages and slides are so worn that there is not enough travel left and doesn't fully raise and disengage the deck.
