Those old mtd's were prone to deck belt problems. Check the angle of the deck compared to the ground, should be up slightly at the back, but only 10mm or so. Then start looking at the idler pulley, you may need to bend the bracket to get the best of what you can, keep in mind it needs to work up high as well as down low on the cutter height.
