Hi Jared, Tried a bit of fuel down the throat of the carby, or some starter fluid? Starter locked in is either solonoid stuck , give it a tap and see if it releases, otherwise the ignition key may be stuck in the start position. You may have to isolate the start wire from the solonoid to prove what is going on.
