That is a very early 70's Rancher 2, one of the first 2's judging by the bar steering wheel.
You're really only way to make it electric start is to toss that Tecumseh over you're shoulder and find a Briggs and Stratton to put in there.
8hp through 12hp will fit straight in, anything bigger will need modifications. I would be looking for a complete mower with a good engine and do a swap.
Tyres are easily done yourself, the rims are all 2 piece bolt together. They all have tubes so if the rubber of the trye is not completely perished I would just put tubes in, otherwise the fronts are 4.10x6 and the rears are 4.00x8. there is no modern equivalent with similar tread, so most people end up putting like a wheelbarrow tyre on them.
