Do you mean that the tyre is scuffing or that the inside of the tyre is rubbing the deck at full lock? If it's the former then bearings as you suggest and perhaps the wheel is worn if the bearing has been loose in it for a long time.
If it's the latter then I've done that one too on my daily drive. Play and wear in the bolts and bushings in the tie rod (bar) that runs across the machine are the thing. Also, the stops that are a welded part of the bar , I found, left a bit to be desired and felt adjustment would be nice to allow for play, build tolerance, etc. also, I reckoned the bar length was wrong for ideal tracking and best turning circle. I ended up making a new bar of what I thought was ideal length and welded some adjustable stops to it. Works well, me thinks. Interestingly I note that the evolutions that followed are adjustable for length and have adjustable stops too.
