The difference you get is because one is measured on the inside and the other is measured on the outside.
Its a Rover part number, rover part, rover packet, rover measurement.
I assume that you took the size and then went to the local bearing place and bought the belts. Take em back, they should swap em, well as long as you havent got them dirty.
If you are going to do that, best option is (only if you are sure that you know what the right size is) get them to order in some kevlar wrapped belts. They are usually blue. Will outlast 2 or 3 regular belts.
