What have you done so far?
I would suggest the following things should be done:

1.Remove any fuel from tank and replace with fresh petrol.
2.Replace spark plug with new one.
3.Check for spark plug by holding plug against cylinder head and pulling starter rope to see if you get a blue spark across the electrode.

As to the pdf file we have some but not the complete manual only certain areas so as to help people with problems and specifications.
