Fuel pouring from carb

Is it normal for fuel to pour out of the carb if u turn off the mower without tuning off the fuel? On a Victa 2 stroke, black carb, late model.

What should I look for? There is a little vertical pin and the float. Should the pin drop down when the float moves?
