It looks like a utility model with a 160cc power torque motor. Mr. Davis the Victa "Guru" will I'm sure, be able to give a more definitive answer on your equipment there.
cheers

Looks to me like a late 80's to early 90's Professional Utility.

It's missing the cowl, but the rest seems complete, with a bit of luck, the sticker on the air filter cap will still be there, and the number on that will narrow it down more, also, on the engine, stamped under the carby, you should find some numbers they will help too.

This is what it would have looked like:

That's right, technically that one can run without the dress cowl, however it's not really a great idea to mow like that, the flywheel fins are exposed, the cooling cowl is loose, and grass and debris will get sucked straight in, and could build up under the engine.

The pull starter may be able to be repaired without removing, I'll get some pictures and instructions together.

Finding the one without a fuel tank can be a little tricky, however, if you look closely at one, you can see it's just the same, with the tank removed, in the end, a bit of careful work with a saw and fine sandpaper, and you would be able to make one out of a regular old powertorque cowl.

As for your starter;

1) test the spring, place your finger along the ridge circled in green on the below picture, and rotate the black circle in a clockwise direction, after a few turns, if you feel the spring pushing against you, it is engaging, and you can replace the cord the easy way, let it back slowly, and continue following these steps.

If it freespins continuously, then the spring has popped out, in that case I will give you different instructions.

2) prepare your cord, i cant remember the length of the top of my head, but if you measure another mowers cord, and add 2-3 inches, you should be fine. Fit the handle to one end, and melt the tip of the other end to stop it fraying.

3) as in step one, rotate the centre clockwise, only enough to align the area circled in red with the area circled in blue.

4) Feed the tip of the cord through the area in blue, and across to the area in red, it's a little tricky, abut it should eventually pop out where the red circle is, at this point, grab it, and tie a good not in it to secure.

5) get a screwdriver, and pull the cord up in between the red and the blue, then make sure the end going to the red is fed through the little notch circled in orange, with the cord there, use it to pull the centre around 3 times clockwise, then release it back out of the orange and let the cord retract.

6) if the cord does not fully retract, repeat step five, 1 clockwise turn at a time, until the cord retracts.

There are two different starters one in bigger than the other. If you hold it over the top of the one fitted to the mower you will see if it is the same.If they look different to each other then it most likely won't fit.If it looks the same then it will fit.

If its been sitting in the weather like that without the cowl on theres a 99.99% chance that the motor will have water in it.

Never store them like that.
Stand them up on their nose (if they have a carb on) or tip them plug down.

Where are you located nathan??
