"Dave" It sounds like the gasket between the carburetor & the engine (wherethe screws came loose) Is not sealing "screws are`nt tight enough" This will let air in and lean out the "air fuel mixture" which will cause the engine backfire, lose power, surge or hunt, (meaning the engine RPM`s constantly go up & down instead of at one steady speed.) Surging is an indication of "STARVING FOR GAS" which is caused by loose gaskets, float sticking, worn throttle shaft, governor (or-and)throttle linkage binding,(+) The easiest way to check for loose gaskets is to get the engine started,use WD-40,spray some back on the intake gask,or throttle shaft,if it`s loose or worn,you will hear an immediate response from the engine.Try this first,let me know the results,and we can go from there.I check
