I have a victa power torque engine

when i pull the cord out slowly it comes out all the way

when i give it a hard pull it cranks the engine.

I pulled it off tightened the spring greased the screew nut ect like your diagram says. but when i put it together again it did the same thing

If you have a look at the diagram of the starter you have a small 'U' shaped wire. This is the brake to activate the engaging lugs. If it is worn or damaged it won't work.
