There's a Turner model ID chart image over at
http://www.vintagemowers.net/mower_turner.php , which shows the J62 and J64 models; no J63.
I'd suggest that this might be an early J64, factory fitted with a 'runout stock' J62 engine, as it's colour-matched. That would make it of 1964 vintage, I'd say.
The '4' cast into the base is a J64 characteristic, going by those pics, and would denote 4-stroke.
