Basically a blind ended tube of polyurethane foam. These do tend to turn into sticky gunge with age.

I wouldn't think that the gum in the carby bowl is from the filter - gum from old fuel that's evaporated after standing for years is a very common problem these days.
There are some very effective carburettor cleaners that will soften the gum, but first you must ensure that all rubber and plastic parts are removed from the carby, including a soft tipped needle, or soft seat, if fitted.

Cleaning out the small passages in the carby with stiff wires [oxy torch tip cleaners have their uses] or jet drills can be a fiddly job, but shouldn't be too bad on that one. Unlike some modern Japanese carbies...
