I reckon that machine is a bit big for a shear Jack, it may be a stage two press because you might notice the ones on the floor have no hole for the engine yet. The safety screen for the operator is currently in the up position so I think he is loading a blank into the press to have the hole punched through, and probably trim the edges at the same time.
