hi derrick calvin here i think i know what your problem is on this briggs 4.0 hp model that gas tank needs to come off the engine in order to get this correct i see this alot when customers bring in there equipment the side bolt in the above picture should be a 3/8 " socket bolt the bolt on the side of the tank will be a 1/2 " then removing the butterfly from the governor rod and spring after that you can take the tank off you will need a briggs part # 495770 cause the next step is to remove the carburetor from the gas tank you do this with a phillips head screwdriver there are five screws holding this carburetor down to the tank remove them screws now comes the fun part pull up on the carburetor slowly and lay it to the side now take and dry up the excess gas that will be in the chamber in the tank notice the far right side chamber you will know which one cause it dont go all the way down the tank it goes so far and stops this is called the resorvoir in that tank is where fuel is stored at for the carb to prime as it is running
do you notice any dirt or trash in this chamber if there is any dirt at all it needs to be blowed out with a air nozzle be sure to have that tank empty of all fuel before doing this otherwise you may get splattered with gas and you dont want this to happen
next take the carb gasket kit 495770 and put the gasket part in first gasket part should be against the carb body itself now put the diaphagm part against the gasket part the diaphagm should be against the gasket and the tank body
after this you bolt down the carb in to the tank and re install it just like you had it when you first took it off then you prime it for about 6 times this will insure fresh fuel gets put back into that chamber we discussed earlier
this should fix the problem you have with the engine starting and then stoping as soon as it starts up the oil on the plug can be caused by improper fuel or fuel starvation will also cause a fouled plug
