That is the inner ring of the second bearing: the one that broke up due to wear and neglect. You need to get it off, which may be difficult. First step is to soak it with Penetrene or another high quality penetrating oil. Leave it for a couple of hours or more, then try to lever it outward with a couple of screwdrivers behind it.
