Is that a 4 stroke tecumseh???
It looks like the cowling is all beat up, like soemthing heavy has sat on the top of it.
The starter is easy to get off.
So is the cowl.
It is a bit new for that model.
I would pull the motor off and turn it around. Tank to the front is bad news. its easier to buy a new spark plug than it is to get a new tank.
Running you could sell it like that.
