That's right, technically that one can run without the dress cowl, however it's not really a great idea to mow like that, the flywheel fins are exposed, the cooling cowl is loose, and grass and debris will get sucked straight in, and could build up under the engine.
The pull starter may be able to be repaired without removing, I'll get some pictures and instructions together.
