I did not remove the starter but i did take the carby apart to clean it as it had gunk in it. All the o-rings are still in great condition and are sitting right.
Ive checked the diagrams lots of times and rebuilt it just as it says. I Tried the other settings on the poppet valve today and got a slightly lower rpm but the throttle has no speed control still.
