So it is 9 cubic inch (148 cc), design series 1 (pretty old - my 1976 9 cubic inch is series 2, but mine is vertical crankshaft), horizontal crankshaft, plain bearing flange mounting, with a rewind starter. The second block of numbers is a mystery to me as usual. The manufacture date is 11 June 1996 as OldViking said. The production line is usually 2 digits, for line number and plant number (my 1976 one was 08). So, I think all this means you've got an old design horizontal crankshaft engine, probably 3.5 hp. 7FA doesn't fit the traditional pattern for plants and production lines, so as Bob said, it might be a Chinese job - I just don't know.
