Squirt some 2 stroke fuel either into the sparkplug hole or into the open end of the carburetor with the throttle open. Use the ordinary cold start procedure and see if it starts then. If it starts but peters out after a few seconds, you have a fuel supply problem. If it keeps going, it may have cleared its throat (if there was a drop of water in a carburetor passage, it may have pulled it through). If it still won't start even with fuel in the cylinder or intake pipe, you have a problem that is not related to the fuel system; loss of compression or spark are the most likely ones.
