mower man, does your choke linkage look something like the diagram below? If so you have a Lever-Trol choke, coupled to the speed control as you said in the first place. This version has the choke device installed at right angles to the way it is on the 60102 and most other engines that use that carburetor. These are the adjustment instructions from the B&S manual: Place lever in choke detent; if choke is not fully closed adjust nylon nut (with socket wrench) until choke just closes.
