Hi Anthony, even if you weld it up 'properly', the stresses and strain that could be placed on it could still render it unsafe....plus the 'out of balance' condition caused by the weld itself may cause it to fracture again, burst, resulting in severe injury to yourself or others.
Anthony, in my opinion, throw it in the bin, and get yourself a serviceable item.
