Flymo GL47 Blade Removal

Hi all
I am currently working on a Flymo GL47 hover mower. I cannot seem to remove the blade bolt.
I have sprayed it with WD40 and penetrating spray but the bolt does not want to budge. Any ideas on how I could remove it?
