That is the way it is with both rear wheels driving. I built a Rover Rancher recently for my Daughter and I disconnected one wheel so it turns easily. Can you do it to a Cox axle, I'm not sure and then it depends on how flat the ground is you want to mow. The reason reverse is fine is because you are pulling the front wheels along not pushing them
