This abomination was the result of too many long lunches by the Victa design team. I gave up years ago spending countless hours getting them to work only to have them brought back days or weeks later with it not working or stuck and the cable could not be operated. The pins are supposed to come together when the throttle is moved to the stop position. Try that position and see if you still have spark
