This was a mower I had. I thought I would add these pictures as a reference. If they are in the wrong section feel free to move them.

The blades were engaged by the black handled lever sitting below the fuel tank. Drive was engaged via the handle bar mounted lever.

The throttle was intially operated beow the carby but I moved that to the handlebar. I believe the engine may have been a replacement as it was pristine both in appearance and operation. There seemed to be two screw holes on the handlebar so they originally may have been up there.

They are 25 inch and apparently, I never used mine, are a great machine and do an impressive job in heavy going. I thought the small front fixed wheels were a after thought. Front ends like the Deutchers sp? seem better thought out.
