I have been through an ordeal with a power torque engine.
I have a block here that has been bored oversize by 0.40.
All looked good so I built the engine.

It would start easily.
However it would only idle & not rev above that.
It was back firing through the decompressor at times.
Then it would stop running.

I read all the related threads.
Checked all o-rings rebuilt & replaced carby.
Tried all I could think of.

I ended up stripping it back down and putting all the parts on another block with a standard size bore.

I had the same fault, engine would only idle.
Checked and rechecked everything, I was even replacing good o-rings.

I feel stupid but it ended up being a blocked muffler.
Thought I would share this.

I wouldnt feel too stupid about a blocked muffler on a victa, it doesnt happen that often, it must have been run rich for a long time to block up that fairly big muffler. Anyhow How does it run now?

Joe, it runs well, that is the joy for me to here it scream away.

I have since also rebuilt the oversize block, I have it running & I can tell it has a lot of cutting power, but I am trying to slow the revs down.

I have set the poppet valve to position "A"
Replaced intake o-rings.
Put a shim under the throttle cam.

I will try it today later on.

You said you have replaced the intake O rings, but have you checked the O ring underneath the starter? It seals the side of the crankcase during the crankcase suction phase of the cycle. If it leaks air into the crankcase, because 2 strokes always run very rich, the result is the same as if the throttle were opened further: more air plus plenty of fuel equals more revs. It won't have more power: it needs the rich mixture to produce full power, so leaning it off reduces power.

That O ring seems to be very prone to ending up out of position on Powertorques.

Ok, I am confident that the starter o-ring is alright, I will test run it later on, if revs are still high, I will recheck it.

I had one of these that a guy was totally fed up with, he took it to the mower shop and it still played up.

When it came to me, it had troubles starting, wouldnt run right.

I replaced the o-ring, ran it, then it started playing up.

So I stripped starter off, o-ring was missing and chewed up inside the case.

What I found was the 3 bolt that hold the starter and seal the case, must have been loose at some point and flogged out the groove where the o-ring sits.

So when I replaced it again, I used gasket goo, let it set.
Ran it the next day and all was fine.
