problem with victor mark two 70 series

I have a problem with this lawn mower that it will not run at low speed. It is running at really high revves and when throttle is lowered it will not respond until the point when it just dies. (it is using a large about of fuel as well) I would like to have your opinion as to where to begin. (carburettor? fuel filter? ... )

All i can suggest is that it is something to do with the way the carburetor vane is set (i have one the same and am having similar troubles) I have a notice posted in the hope of finding out the correct position.
