little info is likely to survive here. The first point of call would be the Ryan Company.

That's an interesting question...
Note that the tensioner pulley is not grooved - suggestion it
engaged with the outer side of the belt.
That does not explain why there is a welded bar on the
outside - that would prevent belt fly-off on dis-engagement (like the Scott Bonnar).
Your image seems to say that the engagement acted upon
the inside of the belt with the tensioner pulley contacting the
inside of the belt.
Best bet, find an operator and parts manual.
This is surely an early model Ryan.
