I find a product called INOX works very well on rusted up things. Just keep spraying it on a gently tapping and things slowly free up. I just freed up a wheel on a c1910 harvester that had been under the blue shed for many years (50+ at least), it took a while but freed up with no damage.

My personal recommendations for aerosol 'penetrating lubricants' always have INOX and CRC 5-56 at the top of the list.
As a career industrial chemist [with a sidebar GradDip in Chemical Engineering] with some lubricant experience, these are solutions that work; sometimes with a bit of heat in addition - but it has to be applied at the right stage of the process.
