My personal recommendations for aerosol 'penetrating lubricants' always have INOX and CRC 5-56 at the top of the list.

As a career industrial chemist [with a sidebar GradDip in Chemical Engineering] with some lubricant experience, these are solutions that work; sometimes with a bit of heat in addition - but it has to be applied at the right stage of the process.
