A big thanks to CJ ,BB ,and DEEJAY . The original owner informed me the engine was replaced with a new one a few years back that would explain the 3hp on a 14" as BB thought . ive checked the rail they are straight/flat with no signs of fatigue .The problem is now fixed as I adjusted the fork as DEEJAY suggested the lock nut was loose . Again a big thanks to all you guys and il post some more photos when I finish restoring the SB .
