Yep, the governor is missing and it current part number is 692205.
To find the correct IPL you need to use 080102-0233-99
With that engine being from 1976 you can download a copy of the
CE8069 Brigg's Repairman's Handbook 1919 -1981
Linkage setup is on PDF page 146.
