When you pull the starter cord out its full length, you should feel two definite compression pulses.

As a decompressor, this engine has a small hole in the exhaust port (spark plug side).
You wont see it, if it is blocked with carbon. But it is there.

I have had one of these with a partially broken ring, that couldn't be seen through the port.
