Move the plyers foward and this will put more tension on the govenor spring and will pull your revs up to the desired rpm. If this dosent do any good maybe check that you have the plastic and rubber ring inserted correctly in your carby before installing back onto the manafold as they can sometimes dislodge upon installing or forget to install one or both which is easy to miss sometimes .
