Yes i understand that.
Sometimes that can be the problem.
If you are trying to start it before the bowl and line have filled with fuel again it can give trouble.
I usually suggest turning the fuel on, then pushing it out of the shed.
This time of year, if you are mowing regular i would be inclined not to let it run 'dry' like that.
Its your mower, they all have a little personality of their own, sort out what works and once you are familiar with it you will be its master.
