i must be stupid are the points under the flwheel,i have no spark.does the cut out have to be grounded

The moving contact part 27-28-29 were cleaned and reassembled and checked with for conductivity and non conductivity they are OK.
after that I checked the magneto lead alone ( not connected to the switch) .
Their seems to be an issue with it...
In the carby section N figure N13 Model G3 governed Carburettor 1968-1972 version.
When I check the cut-out lead comming from the magneto it is permanently in connection with the chassis ground. Is this correct?
If so how to access the magneto.. what caution to we have to take and so on ..
I am missing some documentation on this too.
