Did you just buy it and it is like this, or have you allways owned it and it used to run great and now it wont???
If the throttle linkages and govenor check out. Next thing would be to clean the carb out, could be a blocked mainjet. That would mean cleaning the fuel tank out as well and putting fresh fuel in it.
