you may also find the jet or the little hole it screws into may be partially blocked too. you can either try to clear this by removing the jet and cleaning it manually or pull off the air snorkel at the top, block it with your hand and pull the rope it may suck through any blockage if there is one.
The second trick works really well on old G3 carby victas I have found in the past.
