That is a store brand Victa which is quite a good machine. The reason it would have blown smoke was because it has been left for a long time and the fuel in the crankcase has evaporated leaving the oil in the crankcase. It should go away after running for a while.

The stop wires are easy to fix because all you need is a replacement rubber like this one which is in the online store.
