That snipper looks like it copped abuse after it wouldn't start , I've had mowers where an axe has smashed the cowl , starter,flywheel , tank and carby but the rest of the motor is good and I've fitted replacement parts and the mower is like new again.
Lucky we aren't as gun mad as the Yanks as they just shoot mowers that don't run.
