So it's not a Jap or Villiers Lightweight 4 stroke flywheel Maurice.
I haven't had this type of flywheel with a taper before , possibly Speedy may remember if the Howard Bullfinch had a taper otherwise could be from a different Villiers or Jap or BSA motor.
